Deloitte Legal advises NBank on strengthening its capital base

As of 1 November 2026, the State of Lower Saxony has strengthened the capital base of the Investitions- und Förderbank Niedersachsen (NBank) through the transfer of loans from a development fund (Wohnraum- und Wohnquartierförderfonds). The volume of loans transferred to NBank amounts to €890 million. This capital strengthening will enable NBank to offer more long-term loans for future investments. At the same time, social housing support in Lower Saxony will remain intact. NBank will continue to allocate the amount of repayments from the transferred loans entirely towards social housing support.

Deloitte Legal, led by Dr Hannes Bracht and Arne Wittig, provided NBank with comprehensive advice on structuring the transaction, adapting the legal framework and drafting the agreements for the transfer of the loan portfolio.
