Deloitte Legal Expands Defense and Security Advisory Services with the Addition of Partner Dr. Robert Glawe

Dr Robert Glawe (45) will join the Hamburg office as a partner with effect from 1 July 2026. He will bolster the public procurement law practice (Regulatory & Compliance), which is headed by Sebastian Schnitzler, and will also lead the newly established “Defense” practice area. Deloitte Legal is therefore expanding its cross-practice advisory services for companies and public institutions in the areas of defense, internal security, and resilience, while also strengthening multidisciplinary collaboration with Deloitte's Defense, Security & Justice Consulting teams.

Dr Glawe has over 15 years' experience consulting in the security and defense sectors. He has been associated with the German Armed Forces (Bundeswehr) for over 25 years and holds the rank of lieutenant colonel in the reserves. He specialises in public procurement (procurement law) and export controls (foreign trade law). He has led numerous court proceedings in both areas, particularly during the period of restrictive procurement and export policies leading up to 2022.

Another key area of Dr Glawe’s consultancy work is advising on approval procedures for complex facilities, including those involving politically sensitive projects. He also has extensive experience of advising on challenging Bundeswehr procurement procedures from the perspectives of both the contracting authority and industry.
