Dr Robert Glawe is the head of Deloitte Legal’s newly established Defence Practice in Germany. He has advised national and international companies in the security and defence industry (SVI) for 15 years. The focus of his legal practice is providing counsel on procurement, contract and pricing law, foreign trade regulations (export controls), handling classified information (security clearance) and regulatory approval processes. Dr Glawe regularly supports negotiations (B2G/B2B) and provides advice on conflict prevention in the context of public procurement. He has an extensive network within the defence community and is recognised for his in-depth sector expertise by both industry and public contracting authorities. He has served on several advisory commissions on behalf of the Federal Minister of Defence, including as a member of the Müller Commission in 2015, which was responsible for reorganising the Ministry of Defence. He has been a certified specialist in public procurement law since 2017. Dr Glawe contributes commentary to both the Beck Online Commentary on Public Procurement Law and the Handbook of Armed Forces Law. He also teaches public procurement law as an adjunct lecturer at the Federal University of Applied Sciences and sits on the advisory board of the Vergaberecht journal for its special issue on 'VS Procurement'. Previously, he lectured on the specialist attorney training programme for public procurement law at Bucerius Law School. He is a regular conference speaker and panellist.
Dr Glawe has received multiple recommendations and awards in leading lawyer rankings, including being named a “Top Lawyer for Public Procurement Law” by Handelsblatt/Wirtschaftswoche since 2017. The JUVE Handbook for Corporate Law Firms lists him as a 'frequently recommended lawyer' for public procurement law: "tough but fair" (JUVE Handbook 2021/22). He studied at Georg-August University of Göttingen, receiving his SCL doctorate in 2010 for a dissertation entitled Organ Competencies and Instruments of Action in the Field of National Security (Nomos, 2011). Dr Glawe is a reserve officer in the German Armed Forces (Lieutenant Colonel, Reserve) and is currently undergoing training to become an armoured forces commander. He is also an Honorary Knight of the Order of St. John.
